UNITED NATIONS: India on Thursday abstained from voting on a UN General Assembly resolution titled "Principles of the Charter of the United Nations underlying a comprehensive, just and lasting peace in Ukraine".The resolution received 141 votes in favor and seven against, while 32 countries, including India, abstained.

The resolution emphasized the need to reach a comprehensive, just, and lasting peace in Ukraine in accordance with the principles of the UN Charter.

It called for member states and international organizations to support diplomatic efforts to achieve peace in Ukraine and reaffirmed the commitment to Ukraine's sovereignty, independence, unity, and territorial integrity within its recognized borders.

The resolution also demanded that Russia immediately withdraw all its military forces from Ukraine's territory and urged an end to hostilities. In the Explanation of Vote after the resolution was adopted, India's Permanent Representative to the UN Ambassador Ruchira Kamboj said that as the General Assembly marks a year of the Ukrainian conflict, “it is important that we ask ourselves a few pertinent questions.“Are we anywhere near a possible solution acceptable to both sides? Can any process that does not involve either of the two sides, ever lead to a credible and meaningful solution? Has the UN system, and particularly its principal organ, the UN Security Council, based on a 1945-world construct, not been rendered ineffective to address contemporary challenges to global peace and security?” Kamboj said. She stressed that India continues to remain concerned over the situation in Ukraine, noting that the conflict has resulted in the loss of countless lives and misery, particularly for women, children, and the elderly, with millions becoming homeless and forced to seek shelter in neighbouring countries.

Reports of attacks on civilians and civilian infrastructure are also deeply concerning, she added.India has consistently called for respecting the UN Charter, international law, and the sovereignty and territorial integrity of states.

The country has emphasized the need for an immediate cessation of hostilities and a return to the path of dialogue and diplomacy.

In his address to the high-level UN General Assembly session in September 2022, external affairs minister S Jaishankar said that India is on the side of peace and dialogue and diplomacy.

The UNGA resolution also called for an end to attacks on critical infrastructure and civilian objects, urged member states to cooperate to address global impacts of the war, and emphasized that a comprehensive, just, and lasting peace in Ukraine should consider these factors.UN Secretary-General Antonio Guterres referred to Russia's invasion of Ukraine as "an affront to our collective conscience" and urged stepping back from the brink.“The one-year mark of Russia's invasion of Ukraine stands as a grim milestone – for the people of Ukraine and for the international community.

That invasion is an affront to our collective conscience.

It is a violation of the United Nations Charter and international law,” Guterres said.

He warned that the war is causing humanitarian and human rights consequences, regional instability, and global tensions and divisions while diverting attention and resources from other pressing global issues.

Guterres also denounced the implicit threats to use nuclear weapons.

“Meanwhile, we have heard implicit threats to use nuclear weapons.

The so-called tactical use of nuclear weapons is utterly unacceptable.

It is high time to step back from the brink,” he said.
