PUNE: A former postgraduate student at Savitribai Phule Pune University (SPPU), who desired a transfer certificate (TC), was made to wait for over a month before a clerk in the certificates department demanded and accepted Rs500 as allurement for the file.
When the trainee, Prakash Yenape, approached the universitys authorities, they informed him to send his problem against the clerk on a notarised affidavit on which he invested Rs 400.
The universitys approach has drawn consternation from students and academicians.Yenape stated he was required to pay the clerk for the TC since it had to be sent to the institute where he wished to pursue a postgraduate diploma in management.He said he does not desire other trainees to suffer and hence approached the university authorities to report the bribery matter for questions and action.
He has actually named the clerk in his notarised affidavit.When called, pro-vice chancellor Sanjeev Sonawane said the university authorities have to take this action (notarised affidavit) to stop people from grumbling arbitrarily for determined factors.

He finished his MSc in 2015-16 from SPPUs department of climatic science and area and looked for a TC on November 25, 2022.
Generally, it takes 10-12 days for releasing a TC certificate.
Yenape stated he had submitted all the documents in addition to his application.
Yenape told TOI that he kept visiting the university however the clerks there were dillydallying.
One of them told me to pay Rs 500 to get the job done.
I desperately needed the TC so I eventually paid the kickback and got the file within 10 minutes on December 29, 2022, he said.
Yenape returned on January 5 and filed a complaint.
I got a call from the deputy registrars workplace asking me to give the plaint on a notarised affidavit.
I submitted the affidavit on January 12.
I was told that due to the G20 meeting, the university authorities were hectic and the questions will start after that, he stated.
Sonawane said they get several problems daily.
We form an inquiry committee, send out notice to the worried authorities and then ask the trainee to appear or offer us with evidence.
Most complainants dont show up.
Some put down wrong addresses or contact number on their problems.
We hang around and energy looking into them and send out individuals to the address to see if we can get their variation however when it is on any paper, the aggrieved students or the persons do not take it seriously, he said.
Sonawane stated they had actually recently sent a notice to an instructor but learnt that the trainee does not live at the given address and could not be located.
Now the teacher is threatening us with a defamation match, he added.
